Universal fetch/SSE transport, configurable HTTP providers, resource bounds, and physical provider-attempt accounting. Credentials are supplied explicitly; this package never reads environment variables or files.

Composition: provider-author.adapter. Lifecycle: inert-value; a provider author registers the adapter transactionally from its plugin setup callback.

This package is the sole direct owner of exact [email protected]. The pre-1.0 owned-parser qualification retained that pin because the candidate failed the mandatory throughput gate. The retention rule, its release gates, and the review expiry are recorded in the workspace dependency policy.
